Here's an article with a bit more info about just what's driving this.  Note that the Province hasn't had a change in their language related to Service Animals in 30 years despite the fact that it apparently has come up for discussion frequently in the last 5-10 years.  Please note that this article makes quite an issue out of the fact that chihuauas can't be/aren't service dogs.  In the U.S.A., that statement is false.  Chis and chihuhua crosses can sometimes be seen working as hearing dogs and more.
